In these situations, there is usually a contract that explains the responsibilities of both parties. In some of these contracts, the snow plow will only come if there is a certain amount of snow on the ground. Other contracts put 100% of the responsibility on the plow. Still other property owners don’t pay anyone, even though it’s not physically possible for the owner to sufficiently shovel and make the property safe.
